Finally, there's a Mexican restaurant in Hawaii worth going to more than once. Having grown up in SE Texas, I've grown critical of 'Tex-Mex' food available in Hawaii. Tio's was a very pleasant surprise.
The food was very good (especially the chips & salsa), and very inexpensive!
Recommended : Beer Battered fish tacos

Recommendation:  " Best on island "

Having lived in Diego, I absolutely love Mexican food - the greasy, carne asada burritos from Alberto's after a late night in the Gaslamp (yum :9). Yes, yes... I know not all Mexican is of that flavor, but that's the type I love. Yet, Tio's comes across as its healthy alternative; not in a bad way, just different - maybe a Rubio's meets Chili's. So if you're not into "healthy" Mexican alternatives (is that an oxymoron?), then this really wouldn't be your cup of tea. There are of course the standard Mexican dishes, but even my burrito (which was smothered in cheese) wouldn't stand a chance against Alberto's. Atmosphere was really clean and included an interior redesign of the old Dixie Grill. Sigh, I really miss Dixie's. If you're into an inexpensive, healthy-like Mexican meal, and I stress meal, then Tio's is your place.
